Pearson Launches New Educator Licensure System

SALT LAKE CITY — April 12, 2011 —

Pearson announced today an innovative new Educator Licensure System (ELS) that automates and simplifies - with an increased level of efficiency - the management of state agencies’ licensure programs for a wide breadth of education roles, including teachers, principals, superintendents, and other administrators.

The new Educator Licensure System is a cost-effective cloud-based solution that integrates all of the data sources that a state uses for licensure requirements—exam services, background and fingerprinting providers, eTranscript solutions, and longitudinal data warehouses. Candidates complete applications using secure, browser-based access that streamlines the process of applying for licensure, enabling states to make it easier and more convenient to apply for work as an educator.

State Education Agencies (SEAs) will also save significant time and resources as ELS integrates e-commerce to manage payments through the application process. ELS tracks where candidates are in the process and sends out automated notifications to inform candidates about their status and next steps. This reduces inquiries to the state office and allows staff to focus on processing completed applications. The reporting capabilities in ELS track exam success, detect fraud, and provide SEAs with visibility into program opportunities and needs, such as identifying areas with teacher shortages and educators without licenses.

“One of our key initiatives at Pearson is to help states transform education with technology innovations and make the management of data seamless, secure, and more efficient,” said Steve Curtis, president, Pearson’s Data Solutions group. “Educator Licensure System is one part of Pearson’s broader teacher effectiveness solution, which integrates with Statewide Longitudinal Data Systems (SLDS) and other educator effectiveness programs.”

Pearson's teacher effectiveness solution includes components for testing and evaluation, student practicum, clinical observation, and professional development tools. The solution will also soon be able to integrate with the new Teacher Performance Assessment (TPA) developed by the faculty and staff of the School of Education at Stanford University – a nationally available, performance-based assessment for measuring the effectiveness of teacher candidates. Using these tools, states can leverage Interstate Teacher Assessment and Support Consortium (INTASC) standards and Interstate School Leaders Licensure Consortium (ISLLC) standards, helping educators become more effective teachers and leaders.
