Setting Necessary Permissions for Q Local Software
Windows® NT® 4, 2000 and XP Professional
Setting up necessary Windows permissions will ensure that users of Q Local software do not experience problems when attempting to create reports, save on-screen tests, and perform other necessary software operations.
Requirements
- To install Q Local software, you must have System Administrator rights.
(If you are the sole user of a system, you probably already have system administrator rights.)
- To use Q Local software and access all of its features, users must have Local Administrator rights. However, we understand it may not be practical to set up all users as Local Administrators, and version 1.2 is less stringent in its requirements than version 1.1.
With version 1.2, you can allow users differing functionality based on what operating system you're using and what privileges you assign each user. For example, using Windows NT, a Power User will have access to all the Q Local features, and in Windows XP Pro, a Power User will have access to all the Q Local features except for on-screen administration.
To set up the specific features that are available for users based on operating system and privileges:
- See the Operating Systems and Privileges charts below, and
- Provide users with read/write access to the b.cfg file (see the Note to System Administrators after the charts).
Operating Systems and Privileges
The following charts outline which Q Local features your users will be able to run based on the operating system and their privileges.


Local system administrator rights are required for On-Screen administration. In order to comply with HIPAA requirements, Q Local software must take full control of the keyboard to do things like lock the Ctrl-Alt-Delete function so that a respondent can’t exit the test or use the rest of the computer.
Note to System Administrators
Unless you provide users with read/write access to the b.cfg file, they may have difficulty accessing the Q Local Configuration file necessary to start the software. To provide users with read/write access to the b.cfg file, follow these steps:
- Locate the C:\Program Files\Pearson\Q Local System\files\b.cfg file. If you can't see the file, it may be because the folder option
Use Simple File Sharing is checked. To enable the
file display, go to Tools and then Folder Options.
Choose the View tab. Then uncheck the option: Use
Simple File Sharing. You should now be able to
view the file.
- Right-click on the b.cfg file and choose the Security tab. Add individual power users or power
users as a group (users of Q Local software must be
assigned at least "power user" status) and assign
them Read and Write permissions.
